VEST has no state residency requirements and is open year round. Accounts have no enrollment period and may be opened at any time.

Room and board costs may only be paid with VEST distributions if the student is enrolled on at least a half-time basis in a degree, certificate, or other program that leads to a recognized educational credential. Federal law limits the amount of room and board costs if the student lives off campus.
