Changing trends: In the 1970s and 1980s, most aid programs were designed to increase access to college for students who would otherwise be unable to attend. In recent years, student aid programs have been focused increasingly on influencing students’ choice of institutions and on reducing the financial strain of college on middle-income families, the College Board said.
