Dr. Andrew Fogarty

Andrew Fogarty, Interim Director

Andrew Fogarty was appointed SCHEV's Interim Executive Director on August 9, 2010. Reporting to the State Council of Higher Education, Andy's responsibilities include system wide strategic planning, higher education budget recommendations, and policy development and implementation related to finance, academic affairs and institutional research. He serves as the senior staff member relating to Virginia's 15 public colleges, 24 two-year colleges and 100 + private and out-of-state institutions operating in the Commonwealth.

Dr. Fogarty began his public service in Virginia as Staff Director of the House Appropriations Committee. He subsequently served three Governor's as Deputy Secretary of Finance and Administration, Secretary of Transportation and Public Safety, Secretary of Administration and Chief of Staff under former Governor Gerald Baliles. He also served as Vice President of Finance and Administration at the College of William and Mary.

Dr. Fogarty most recently served as Special Assistant to the Chairman of CSX Corporation, one of the nation's leading multi-modal transportation companies. Prior to that he held numerous positions at CSX including President of CSX World Terminals, Senior Vice President and CFO of Sea-Land Service, Inc., and Executive Vice President of Corporate Services.

Dr. Fogarty earned a B.A. degree from Hofstra University, an M.P.A. from the Rockefeller College of Public Affairs, S.U.N.Y., and a Ph.D. in public administration from Florida State University. He is a fellow of the National Academy of Public Administration and has taught public financial administration and policy analysis as an adjunct faculty member at George Mason University, Virginia Commonwealth University, and the College of William and Mary.
