    Peter A. Blake, Interim Director

    Peter A. Blake joined SCHEV as Interim Executive Director on April 1, 2011. A former Virginia Secretary of Education, Mr. Blake previously worked at SCHEV as an Associate Director overseeing higher education analyses in the areas of faculty and staff compensation, higher education funding policies, academic libraries, distance learning and instructional technology, and student financial aid. He left SCHEV in 1999 to serve as the Legislative Fiscal Analyst for the Virginia General Assembly’s House Appropriations Committee.

    Vincent Carpenter, Vice-Chairman

    Vincent Carpenter is the founder of Chesapeake Financial Services (CFS) and is an NASD Series 7 Registered Representative, an NASD Series 24 Registered Principal with Seaboard Securities, Inc., a licensed life and health insurance consultant, and a broker with several leading life and health insurance companies.

    Dr. Glenn DuBois

    Dr. Glenn DuBois became Chancellor of the Virginia Community College System in July 2001. He acts as chief executive officer of a 23-college, 40-campus system of comprehensive community colleges located throughout the Commonwealth of Virginia.

    Shawn McLaughlin is the founding President of McLaughlin Ryder Investments, LLC, an Alexandria money management firm. Prior to starting McLaughlin Ryder Investments, in 2003 he worked as Senior Vice President of Investments for Legg Mason Wood Walker, Inc. in Alexandria for 20 years.

    Amy Nisenson is the Executive Director of The Mary Morton Parsons Foundation, which provides financial support principally for capital projects for tax-exempt organizations in the Commonwealth of Virginia.

    Fern Spencer currently serves as Chief Financial Officer of the Virginia Museum of Fine Arts and as Treasurer of the VMFA Foundation. Prior, Ms. Spencer was at the New York Private Bank & Trust as a Vice President and Chief Financial Officer, and served as a Principal and Chief Compliance Officer of HPM Partners LLC, a subsidiary of Emigrant Bancorp and an SEC-registered investment advisery firm with offices in Chicago, Cleveland, New York and Richmond.
