Tier I pricing is based on four–year Virginia Public Institutions (8 semesters = 4 years of four–year Tuition) and Tier II pricing is based on two–year Virginia Public Institutions (4 semesters = 2 years of two-year Tuition).

Tier I and Tier II semesters may be used at any Eligible Educational Institution, public or private, in Virginia or out of state, but payouts will vary. The Conversion Ratio will determine Tier I and Tier II semester coverage between two–year and four–year Virginia Public Institutions.
