We are hiring an Investment Director who will lead and manage our long-term investment strategies and operations in support of the overall Agency policy and goals for investments. In this position, you will:
- Lead the investment division and ensure coordination of all investment program-related activities, including but not limited to strategy development, portfolio construction, and manager sourcing, selection, due diligence, oversight, and operations.
- Lead Investment division staff (5-person team), collaborating towards team goals, establishing roles and responsibilities, creating development plans, and consistently promoting effective internal communication.
- Research and develop investment objectives, policies, strategies, asset allocation, liquidity and cash management recommendations to the Investment Advisory Committee (IAC) and Board.
- Analyze economic conditions and markets to evaluate current asset allocation strategy and risks and recommend changes as necessary to enhance the effectiveness of strategies.
- Execute research and manager due diligence and implement acquisition or disposition of investments or manager commitments in consultation with investment consultant.
- Implement allocations among approved managers and asset types within the guidelines for diversification and mitigating concentration risk.
- Work with investment consultant on manager searches and oversight functions; review studies, recommendations, and advice submitted by the investment consultant, and advise the IAC and CEO as to their completeness and reasonableness.
Successful candidates will have:
- Bachelor’s degree in Accounting, Finance or related field required; CFA, CPA and/or Master’s degree in relevant field preferred.
- Significant experience with asset management and investment operations; current or prior NASD or equivalent securities license(s) preferred, with a demonstrated knowledge of equities, fixed income, real estate, private equity and hedge funds.
- Experience with financial reporting and general business processes and with investment reporting and compliance reporting systems.
- Experience in managing and evaluating investment managers across a range of investments from fixed income to alternative investments.
- Preferred: Experience with Commonwealth financial policies and procedures; experience with federal and state regulations relating to Section 529 plans, accounting principles and related activities; Knowledge of SEC and applicable municipal security disclosure rules.
- Experience building and developing successful teams of professionals.
- Working knowledge of investment modelling and analytics tools such as Bloomberg and eVestment
- Ability to read and interpret complex financial data and reports including investment performance reporting, global economic data, and financial statements.
- Ability to build rapport and interact with coworkers, other state government employees, members of the financial community and the general public.
- Exceptional communication skills with the ability to exchange complex information accurately and to diverse audiences.

Work Environment:
- This position typically works in an office environment with considerable time in a sitting, stationary position.
- Frequently communicate with team members; must be able to exchange accurate information accordingly
- Travel within the Commonwealth of Virginia and nationally required; frequency is 0-2 nights per month
