Policy Analyst

We are hiring a Policy Analyst who will analyze public policy and build relationships with critical government partners to advance our mission.   If you have a passion for strategically developing forward-thinking policies while making a difference in the community, then this role is for you.

In this position, you will:

  • Cultivate relationships and serve as a liaison to collaborate with agencies within and outside state and federal government to research best practices and engage in advocacy for the agency and recommend forward-looking policy concepts.
  • Perform evidence-based analysis and evaluation of program performance, identifying trends and opportunities to improve service, delivery, and systems.
  • Have responsibility for maintaining information on new programs, studies, regulations, policy statements, enacted legislation involving or affecting the organization.
  • Monitor, evaluate, research, and respond to local, state, and federal policy developments and issues; conduct program interviews, surveys, site visits, and cost analyses.
  • Prepare fact sheets, reports, infographics, and white papers, and deliver oral presentations and information briefs to organization leaders and stakeholders.
  • Conduct major, and/or long-term studies, and surveys in support of specified projects. Lead and collaborate on management and special study initiatives on policy issues germane to the organizational mission including but not limited to barriers to higher education, state-facilitate private retirement programs, and disability policies and regulations.

Successful candidates will have:

  • Bachelor’s degree in public administration, political science, public policy, or a related field required, graduate degree in related field preferred.
  • Five or more years’ experience in public policy, public administration, or operations research and systems analysis; an equivalent combination of education and experience will be considered.
  • Experience in leading team research projects, seminars, workshops, and/or outreach programs.
  • Excellent oral and written communication skills and demonstrated ability to prepare a variety of objective, non-partisan analytical studies and descriptive background reports, memoranda, and other written materials.
  • Working knowledge of state legislative and regulatory processes including planning and budget cycle and state budget processes.
  • Adept at critical thinking and strategic planning.
  • Ability to communicate effectively and interact with all echelons of government, non-profit, industry and academia to achieve program objectives.
  • Lead the planning and facilitation of small and large group meetings and activities, both in person and virtual.

Work Environment:

  • Due to the current COVID-19 pandemic, all Virginia529 employees are working remotely. This position typically works in an office environment with considerable time in a sitting, stationary position.
  • Frequently communicate with team members; must be able to exchange accurate information accordingly
  • Travel withing the Commonwealth of Virginia and nationally required; frequency is 1-5 nights per month
